HB 4036 : PDX Can Prohibit Concealed, Loaded Guns in Passenger Terminal

Portland International Airport (PDX) can prohibit people with concealed handgun licenses from carrying loaded, hidden guns into the passenger terminal. Passengers' firearms must be unloaded and in a locked, hard-sided container for the purpose of transporting the gun as checked baggage in accordance with federal law.
This complex bill now has 21 amendments, the most recent (-20 and -21) were submitted February 25.

HB 4036 address several issues including a tax increase on fuel for planes. However, HB 4036 also permits large airports in Oregon (at least 1 million passenger boardings per year) to prohibit people with concealed handgun licenses from carrying loaded, hidden guns into the passenger terminal. A firearm must be unloaded and in a locked, hard-sided container for the purpose of transporting the gun as checked baggage in accordance with federal law.
Twenty amendments have been submitted for HB 4036 as of February 25.
As of 2020, only Portland International Airport, with almost 20 million passenger boardings yearly, is the only Oregon airport that will be able to restrict concealed handguns in the passenger terminal.
All other Oregon commercial airports have fewer boardings, well under the threshold of 1 million passenger boardings yearly.
