This bill would allow anyone who has an Oregon concealed handgun license (CHL) to skip the requirement to obtain a permit to purchase before acquiring a firearm in Oregon. Under Measure 114, the permit to purchase process requires hands-on training which Oregon CHL does not.

This bill is similar to HB 2780.
