HB 2172 : Concealed Carry Reciprocity 2025

Allows people with concealed carry permits in another state to carry a loaded, hidden gun in Oregon as long as that person is a resident of a state with concealed carry requirements equal to or better than Oregon's.

Oregon state law does not require an applicant for a concealed carry handgun license (CHL) to even touch a gun to successfully obtain a CHL. (Oregon CHL) This law will allow people who have no training whatsoever in handling a firearm to carry loaded, hidden guns in Oregon–including into some public schools.
